Fuller was the ninth of ten children born in Annona, Texas, to Samuel Alexander (1869-1945) and Minnie Elizabeth Wright Fuller (1877-1931). After attending East Texas (now Texas A&M), where he was two-time All-Conference as well as a member of the tennis team, Fuller entered the U.S. Navy but was rejected because of vascular problems in his legs. He played a season for Oshkosh before returning to Dallas where he taught and coached basketball. He later worked as a basketball and football official, and was a member of the officiating crew for the first college football game played at the Houston Astrodome.
Fuller died in 2007 following a stroke.

He married Gussie Lee (1921-2012) in April of 1949.
