Brother of John Mandic and son of Croatian immigrants, Mandic attended OSU on a basketball scholarship and entered the Naval Academy at the onset of World War 2.

Served in the U.S. Navy during World War 2, spending his time in the South Pacific. After the war, Mandic and family relocated to Washington. He played basketball with the Indians before a knee injury he suffered on January 30, 1947 essentially ended Frank's playing career. He enjoyed a long career at Crown Zellerbach in Camas, Washington.

Frank married Shirley Stuart (d.1993) in 1940 and they had two daughters.
