Riggin, a 5'11 143 pound athlete from Olympia, attended Olympia HIgh School (also known a WW Miller HS) and then served in the USMC during World War 2. He served in the invading forces of Saipan, Tarawa and Tinian in the Pacific Theater and wa also a member of the occupying force in post-war Nagasaki. Returning to the States, he signed with the Salem Trailblazers of the PCBL on February 4, 1947.
