Raised in Lexington, Kentucky, Parker played football and basketball in high school as well as running track. He served in the U.S. Navy after high school, and was discharged in early 1944. He enrolled at UK and joined the basketball team for the last few games of the season. He played there the next three seasons, graduating in 1947. He would play with the Montgomery Rebels for the first month of the 1947-48 Southern League before being let go. Parker worked at Standard Oil before starting his own Real Estate company in 1956.

Buddy's father, Ed, played basketball at UK in 1918-1919.

Buddy was married Louis Watkins.
