Milton was born in Jenkins, Kentucky, to Michael G. and Polexini Papanghi Ticco, Milton played basketball and baseball at UK. After serving in the Army during World War 2, he played minor league baseball in the Reds and Dodgers organization, while playing professional basketball in the off-season.
After his athletic endeavors, he worked in sales. He was married to Ramona Ford and they had two sons.
