Born in Providence to Tom and Madeline Shannon, Earl attended Pawtucket High School and later URI. After graduation, Earl entered the U.S. Army where he served in the Air Corps in the European Theater of World War 2. He returned home to play basketball professionally for Providence an Boston before rejoining the military for the Korean War. He served as an assistant coach as well as a head coach for URI, Providence and Bryant, as well as working for the FBI, a fraud and arson investigator, head of security at URI, and as a fire marshal for Rhode Island.

In July of 2002, Shannon suffered a heart attack while golfing and died a short time later.

He was married to Susan Jackson and they had three daughters.
