Adams was born to Glenn and Caroline Ehlert Adams. In 1942, he began a 35-year career with the U.S. Immigration and Naturalization Service, with a brief interruption to serve in the Army Air Corp during World War 2, stationed in India. He retired from the INS in 1977. Adams married Cassie Jean Holbert (1926-1992) and they had a daughter, Cynthia Adams Downs, and a son, Glenn Reed Adams III. He remarried to Elizabeth Woodruff.
