Bell was born to Byron (1883-1969) and Elizabeth Block Bell (1892-1969). He attended Neenah High School in Wisconsin, and afterwards attended the University of Wisconsin, where played basketball while earning a bachelor's degreee in music. He got a master's degree from Wisconsin-Milwaukee and taught music in the Lake Geneva (Iowa) public schools for 39 years before retiring in 1979.
He married Evelyn Krause (1911-2005) on June 22, 1940, and the couple had two daughers, Mary Fislar and Marcy Bell.
