Born in Russia, Passon and his family came to the United States in 1906 and settled in Philadelphia. In the 1920's, Passon was a part-owner of one of the largest sporting good stores in Philly, and he also played pro basketball all the while and was a leader and organizer for sports and recreation with the state government as well as the city. His brothers Harry and Nathan also played pro basketball.
Chick was married to Pearl Bader and they had one son and one daughter.
