Born to Joseph and Cora Reiff in Oklahoma, Joe and the family moved to Chicago not long after Cora's death in 1916. Reiff played basketball at NU while also studying Law. He would play for various pro and semi-pro teams around Chicago throughout the 30's while establishing himself as an attorney.

He was married to Clarisse and they had two sons.
