Born to Joseph and Lena Felix, Barney played basketball for the Visitations and Jewels. He later was a boxing referee of note in the northeast. He most notably was the referee for the fight between Muhammed Ali and Sonny Liston in 1964. He died at his home in 1985 after suffering a heart attack.
He and his wife, Marilyn, had two daughters.
