Born to Paul and Lena Gallagher, Tom did not play basketball while at Richmond Hill High School, and rarely saw action in his freshman year at St. Francis. He served in the US Army Air Corps during World War 2, and went into college after the war. He would become a very talented player, becoming he first St. Francis player to score 400 points in a season. Gallagher was drafted by the NBA's Baltimore Bullets in 1949.

Tommy married Mary Malone in October (22?) 1949.
