Born to Arthur and Eva Batts, Roscoe played baseball, football and basketball at Butler. After Butler, and playing for a season for U.S. Tire, Batts went to law school at Indiana University. He moved to Chicago and later California. Batts worked for International Havester, retiring in 1976.

He married Helen Behmer (1913-1995) in 1939 and they had a son and a daughter.
