Born in Liverpool, England, McNally's family came to New York City where Jim would play college basketball at Manhattan College. After graduating, he played for Kate Smith's Celtics and moved on to the Connecticut League. After service in the U.S. Army in World War 2, he played for the Wilmington Bombers before signing on to the BAA as an official. He would stay on as the BAA became the NBA until leaving to enter private business. Living in Bayside, New York, McNally succumbed to a lengthy illness in 1979.
