Born to David and Ophelia Pglugrad, Roy lettered in football, baseball, basketball and track in high school. He went to Oregon State, and later played professionally around the Portland area, including two years with the Portland Indians where he was named head coach during the 1947-48 season. Moving to Eugene, Oregon, Pflugrad owned and operated his own vending company before retiring.

He was named head coach of the Indians partly into the 1947-48 season.

He married Donna Bunn (1919-2012) in 1940 and they had four children.

His name is often misspelled "Pflugard."
